The joint venture of EEI/EI prepared an Environmental Assessment (EA) of the Defense Supply Center Richmond (DSCR) Master Plan that analyzed the potential impacts of several military construction/ development projects, which have been proposed for the DSCR from fiscal year 2006 to fiscal year 2012. The DSCR is a 600-plus acre Department of Defense Supply Depot located in Chesterfield County, Virginia. The purpose of this EA was to summarize the potential environmental impacts associated with the DSCR’s proposed projects, in order meet National Environmental Policy Act (NEPA) reporting criteria.
During the course of this EA, seven proposed construction projects were analyzed, ranging from housing construction to a new fitness center. In addition, 24 proposed maintenance and renovation categorical exclusion projects were assessed. Many broad environmental components were considered to provide a context for understanding the potential effects of the proposed actions and to provide a basis for assessing the significance of potential impacts. Environmental considerations included natural and cultural resources, air quality, hazardous materials, and health and safety concerns.

EEI conducted a comprehensive ESH program assessment of a dental materials supply facility. Included in the program review were all Industrial Hygiene subspecialty topics, safety, and environmental. A team of three experts covering all three specialties conducted a facility site visit and reviewed existing programs and procedures and interviewed employees to assess their understanding of their job responsibilities.
This was a facility that had recently hired a new ESH professional to roll out a comprehensive program. EEI provided assistance in identifying the essential programs required by Federal and state regulations, helped prioritize based on risk to employee health and the environment, and further provided recommendations on improvement strategies, along with assistance with regulatory guidance for the development and implementation of ESH policies and procedures.
The team reviewed some of the policies and procedures that the new ESH professional was developing and added additional requirements to incorporate the implementation strategy and assign division of ESH responsibilities through the production team. A complete list of relevant laws and regulations and the specific requirements of each were clearly identified so that the on-site staff could use the list as a resource.
EEI was requested by Goldman Sachs to conduct a combined comprehensive compliance audit and ASTM Phase I assessment of the largest petrochemical facility in Asia — Hyundai Petrochemical in Korea. Due to the size and complexity and explosive risk of the operation, EEI pulled a team of 6 experts, including a fire safety expert, to conduct a combined ESH program compliance audit and ASTM Phase I assessment. A team of 6 expert spent 5 days on site and a carefully worded report with cost estimate for each identified risk was delivered to client satisfaction. After the purchase, EEI was called again to review the operation of the facility by Merrill Lynch the following year to confirm and validate previous reports and to prepare for another transaction. Everyone was happy with the report and the report remains one of EEI’s pride of excellence.
